
Compulsory since 1978, all collectors who want to keep their small arms must neutralize all first and fourth category arm.
Small arms are often considered collectable objects of historical or esthetic value, however the legislation is very strict on this subject and they must not be kept unless they are neutralized.
The neutralization involves carrying out a certain number of internal modifications to the arm, so that it can no longer be fired. The processes used for modifications vary according to the type of arm but do not damage it, and keep its original appearance and mechanical function.
Once neutralized, the arm is stamped and a certificate is drawn up in two copies.
Only neutralization carried out by the Saint-Etienne National Test Facility is recognized in France.
ACTUALITY: The decree of May 12, 2006, sets the conditions of neutralization of the systems of weapons and embarked weapons of 2nd category, and specifies that these operations of neutralization can be carried out by the Proof House of Saint Etienne or by an arms manufacturer, titular of an authorization of manufacture and trade of 1st category weapons.
ONLY the Proof House is entitled to certify this operation of neutralization. For more informations, feel free to consult the JO n°116 dated to 2006/05/19, page 7377.
The Saint-Etienne National Test Facility also carries out destruction of small arms in compliance with current legislation.
